Doctor by the Sheffield Hallam University with the thesis Participation, Power and Democracy: A Cross-National Comparative Study of Community Engagement Processes (The Participatory Budgeting Process, Porto Alegre Brazil and the New Deal for Communities Regeneration Programme, Hull, UK) 2007. Supervised by Dr. Paul Lawless.

Dr Rachel Palmén is a Senior Researcher at the Internet Interdisciplinary Institute (IN3 – UOC) in Barcelona, Spain where she forms part of the Gender and ICT research program. She gained her PhD in community participation from the Centre for Regional Economic and Social Research, Sheffield Hallam University– which examined community engagement processes in Brazil and the U.K. Her current research interests include gender and science – specifically looking at the implementation of Gender Equality Plans. She formed part of the EFFORTi project which developed an evaluation framework for promoting gender equality in R&I and as part of this work she co-ordinated 19 case studies of gender equality interventions in R&I throughout Europe.  She coordinated workpackages 2 and 4 for the GenPORT project which involved carrying out a European wide needs assessment in the field of gender and science and she coordinated the development of 6 research syntheses and 26 policy briefs. She also worked on two Horizon 2020 projects in the field of gender equality and science; TARGET which supported institutional transformation in RPOs, RFOs and a network of higher education engineering schools in the Mediterranean and the ACT – “Communities of PrACTice for Accelerating Gender Equality and Institutional Change in Research and Innovation across Europe” project. She is currently coordiantor of INSPIRE: The European Centre of Excellence on Inclusive Gender Equality in Research and Innovation. This is a Horizon Europe project for 5 million euros over 4 years with 14 partners in Europe and Latin America.
