We propose to exploit dual-band communications, both in the licensed and unlicensed spectrum, to address this trade-off. Network practitioners will then be empowered with a solution that opportunistically uses LPWAN unlicensed technologies when possible and relies on the licensed counterpart when the unlicensed spectrum is too congested to provide the required guarantees. We will design mechanisms to assess the status of the networks in the different bands and define and objective function. This objective function will decide to which interface (or interfaces) the packet will be sent in order to maximize performance and minimize cost with support of packet labelling.
