The political ecology of urban resilience to hydro-climatic events in Spain
Of National scope.
The concept of resilience has long been used in psychology, engineering, or risk management1. However, modern resilience emerged in an optimistic turn to put in value the capacities we have to deal with global environmental changes. Nowadays, resilience has been consolidated as a science about change, dynamics, and uncertainties of complex socio-ecological systems2. In this regard, resilience is understood as the capacity of a system to absorb disturbance and reorganize while undergoing a change to still retain essentially the same function, structure, identity, and feedbacks3. Yet, such capacities will not necessarily translate into action, rising critical questions on why, how, to whom, and where they make an impact on real adaptation and transformation.
